Our Government Services Team

Jim Helein, VP government services

Jim Helein is Vice President of Government Services at Windwalker. In his role, Jim oversees all of Windwalker Federal and State government business contracts. Jim serves as contract manager for multiple Windwalker IDIQ contracts including General Services Administration (GSA) Professional Services Schedule (PSS), GSA IT70, GSA Streamlined Acquisition Resources for Services (STARS) III, Navy Seaport-E, Electronic FAA [Federal Aviation Administration] Accelerated and Simplified Tasks (eFAST), Office of Personnel Management (OPM) Training and Management Assistance (TMA), and the Library of Congress blanket purchase agreement (BPA). Mr. Helein’s experience also includes serving as contract manager for agency specific IDIQ’s for the U.S. Census Bureau, U.S. Postal Service Office of Inspector General, FDIC, and the Amtrak Emergency Management Corporate Security (EMCS) training/communications BPA. Mr. Helein has direct oversight on contracts such as the US Air Force Medical Services Agency (AFMSA) Access to Care (ATC) Program Management and Training Support contract, DOL, HUD, DHS, FDA, Department of Education, and US Postal Inspection Service (USPIS) Training Development Contract. Jim has been with Windwalker for 24 years, starting as a video producer and multimedia specialist.


Yousif Alturaihy, client account manager

Yousif Alturaihy is experienced in Customer Success, Account Management and Business Development. Driven by his passion for business and technology, Yousif has completed his bachelor’s degree in Information Systems and Operations Management from George Mason University. Working for D.C based Fintech and later at Darktrace Cyber, Yousif takes pride in providing the best-in-class customer journey. Currently working as a Client Account Manager, his primary goal is to ensure Windwalker is delivering a People’s First approach to all Windwalker employees and clients and provide full support to the VP of Government Services Mr. Jim Helein in managing SLED and Federal programs and contracts
